Java works on main account by not 2nd one?

The problem is that it runs on the main account which administrator account but does not run on my 2nd account which is again a administrator account. When i try to install it on the 2nd account it comes up with "This account does not have sufficient privilleges to install java. Please Log to an aacount with adiminstrative permissions" how do i get it to work on both accounts?

The "Install for this user only" option versus "Install for all users" was probably used from the Admin account. Either go back to the Admin account and reinstall or grant the 2nd account full privileges for the install.
