Well, you mention nothing about cost, so I'll suggest a freebie, 1st Page 2000. I think they also have a newer pay version. I've used this one in the past ans was completely satisfied with it. It is a capable and intuitive and WYSIWYG, what you see is what you get, as well as the capability to directly edit the source HTML. It's free, give it a try You can't argue with free for something as good as this one is at editing HTML to make a web page.

by designing I'm assuming you mean graphicly if so try the Gimp its a free alternative to photoshop

Webdesigning is very difficult. Because we have to do a lot of things regarding that. We have to apply desired colors. and have to apply our own creative things according to the theme of the website. For apply these things we have to study about multimedia softwares like Photoshop, DreamWeaver, Flash Mx,
Photoshop - for making picrures.
Flaxh - for animated pictures.
DreamWeaver - for designing webpages.
ASP, JSP, PHP, .NET for server side programming.
Visual Studio InterDave - for designing website.
For designing web sites DreamWeaver is the best. It is used to design the web page as you want and convert it into html page. The most of the web site designers are using this software for designing.

if u want to create static page html then u can use frontpage or dreamviewer ..

n if you want user to put some request on ur page like login ..logout or guest book then u should use asp ..
