A friend of mine told me to use wpromote to advertise my website so that l can be listed on the search engine. Is wpromote the best company for this service? If not, could you please tell me which company will work best for online shopping mall. Thanks for all your opinion.

At $100 a month just to submit your site and $1,000 for PPC? They'd better be good! Good grief - I can't believe they charge that much.
I wish you would have told us the URL of your site - that would make it easier to tell what you really need.
But in the absence of that information, I'd say the question is, "What do you really want?"
If you have a site up and running and just want someone to help you promote it, I suggest you look for a local SEO specialist. Search for "your town SEO". The one that comes up at the top of the search engine is the one who knows how to use that engine one way or another and they should do a good job for you.
It's expensive though - although I doubt a basic job would cost you $100 a month forever. More likely $500 a month for 3 months or so. By that time you should have enough information to continue the job yourself in the future. In the long term this could be a better option.
It also has the benefit of letting you work with real people who are accountable rather than some faceless online customer service department.
