Dreamweaver is a WYSIWYG program (what you see is what you get). The hype surrounding Dreamweaver is because you can be a designer, or developer and use the program. Design view or code view in other words. For the type of program it creates the cleanest code in design view than anything else. Dreamweaver CS3 is better at CSS than any other version and has some fantastic templates ready to use, so you don't have to be a great CSS wizard to get started. On Adobe's site there is a 30 day free trial and does come with a tutorial. I'd try before you buy, but there is not a better alternative out there, although I have heard some good things about the new Expressions that is replacing FrontPage on Windows.

One other benefit to DW is being able to FTP your info right from DW, and if you use it properly, it can help you from having broken links, and let you work with ColdFusion/PHP/.Net whatever to connect to a database and make your site dynamic. It lets you add Flash to your site easily, and the new version lets you work hand in hand with Fireworks and Photoshop. It writes JavaScript for you to make rollovers etc. and it is somewhat intuitive for a web program.

Hope that helps

News Update: It stopped being Macromedia a year ago. They're Adobe now.

It's very easy to work with, get some tutorial books, and go for it.
