If I set up a google adwords account, do I have to have keyword meta tags in my website?

Not necessarily no. Meta data is used more for the natural indexing of websites not the paid listings.
Having said that google is getting more sophisticated in its rankings of paid results and is now spidering the landing pages of websites to assess their relevancy to the keyword. This only affects the minimum bid you need to pay for a keyword though, and not where you appear in the rankings.
If you want my advise, make sure you have relevant meta data anyway, this way you will get the most out of your website and your search activity.

NO -- in fact Google ignores the keyword meta tags because of the propensity of website owners to spam the search engines using these keyword metatags
But you must have a title and description tag. Use the keywords metatags for other search engines; but they are not required for Adwords.
