Website company has asked me to do a SEO advice report for them. I noticed their pages are cluttered and could cut down on that being busy. Their title and description tags could use work.

Question #1, how many pages should be included in this advice report?

Question #2, Other than meta tags and cluttered pages, what else should I include in this report?

Question #3, should I include links to those websites that agree that cluttered pages are not the way to go?

"cluttered" is a non-descript answer and not necessarily a problem. Meta-tags are almost worthless. They need to focus on the following:
1. Page titles - description and comprehensive of the content of a page
2. Content - Write clear and concise, unique content
3. Links - IN to the site and From the site. They need links to other relevant and respected sites. They also need to seek links from those sites. And that doesn't mean putting up a page with links in it, they need links in their content referencing others.
4. Navigation: no flash or javascript. basic HTML links to help people get around.

Also wouldn't hurt to have a sitemap. The source I've referenced has a good explanation of how.
