why does Windows re-create deleted directories after reboot?

This has happened so many times. I delete a directory and it reappears after I switch my computer back on. Why does Windows do this? Can it be fixed?

Windows can only do that to system folder/files. They called system files protection. You didn't try to delete system folder. did you?
