Create local/temporary directories.?

What does it mean it mean to create local/temporary directories?

I need to create these....

Desktop\Gamesnmusic
Desktop\Gamesnmusic\Card - This will be the root of the card.
Desktop\Gamesnmusic\Card\Music - Place your mp3s here.
Desktop\Gamesnmusic\Card\Notes - Place your text files here.
Desktop\Gamesnmusic\Card\Roms - Place your roms here.
I don't know how....am I just supposed to make folders on my desktop named that?
