up and thumbs down? So the best rated response would be first? That would save people from scrolling through bad answers for good ones!

Not a good idea because some people have 20, 30 contacts, or friends and they will all vote thumbs up for each regardless whether the answer is good or not, therefore bad answers end up at the top of the page., you would still have to scroll Thur to get the best answer.

Your questions assumes the rating to be rational.
Some people appear to rate for reasons unrelated to the merit of the answer. Then again, some people awards stars for reasons apparently unrelated to the merit of the question. (e.g. Who is on P&S tonight? ... Loads of stars .... beats me!)

Users have the option to alter the view of answers shown using the show options located beneath the questions and selecting the option to view rating higest to lowerst.
