Extreme-mods.com cover case q's (the one with the x)?

My friend told me about this site called extreme-mods.com i found this amazingly black cover case thing with a big glowing x on it, I would like to know how hard this is to install, is this legal, do you need additional cooling systems to help deal with the heat the lights are making? do the lights need batteries to work? ya all of that kind of stuff, be as specific as you can and tell me if buying this is a good idea or not.
