I offer very high quality Arabic courses for non native speakers, and I have my own website, but the problem is I can't get the proper people to check my website despite advertising on google and yahoo.

You need to find similar websites and exchange banners with them (you advertise for each other on your site). When your website has a lot of other good sites linking to them, it puts you higher up on the search engine.
