How do you use mods for pc iso's?

Unfortunately, your question is a bit too general to really go into detail here. The modding is done after the game is already installed if that helps any.

Also, you will need 3rd party tools to install the mods for GTA Vice City.

Most mod packs (for other games, at least) will have a small Readme.txt file that will explain how to install the mods. I'm not entirely sure about GTA VC though; don't have it for PC, only Xbox.

First of all I LOVE GTA VC and also find all the with the file extensions such as .exe or .jpg or .crd in the mod and place them where they go (or get a mod installer)
