I say, you get what you pay for. Online tutorials are best to expand your knowledge but much harder to start from. Your best bet is to determine your preference in learning style (whether you need a book that shows alot of examples, one that has alot of practice examples, or one that is very wordy), search amazon for books with teh best reviews that fit your preferred learning style, and get a few books from them. If your looking to start off, try VB 6 or PHP for webapps. (for vb 6 david schneider has a good book for beginners and for php larry ullman has a few good books for beginners). Both these will give you decent programming fundamentals such usage of variables, arrays, if/else-loop-switch, etc which you can use as a basis for other languages.
