what software is needed to create a page similar to

http://qesdb.usaid.gov/ged/index.html ? To present research online, would like to create a page. There is a lot of data, which can either be sorted by "country", giving all data about a country, or by "case so and so", representing all cases matching with a query (e.g. "country defaulted on it's debt").

What software is needed for this?

I like the page http://qesdb.usaid.gov/ged/index.html as a god example of what I am looking for.
